Driver's Lisence No.2

It is a long time when I passed paper test of a learner's permit 11/5. But I have not taken a driver's lisence yet because there is a difficulty for me. I have to bring my car to take a road test, but I do not have it. I can buy a car but I do not join the car insurance because I do not have a driver's lisence. The car using a road test needs the insurance!!
And a driver's license is necessary for rent-a-car. In other words...
My car is necessary for taking the road test.
A driver's license is necessary for buying or renting a car.
So I am confused...

When people who are from USA take a road test, they use their parent's car.But my parents are in Japan!!
Should I rent a car from my friend??
I have few friends becase I live in Georgia very short time, And they do not lend their car to another person because it is dangerous.
Should I use a car owned by my company??
Our company has no car... According to the rumor, a company car does not seem to be usable by road test. I do not have an international license! How should I do??

11/5にLearner's permit（仮免許）を取得してしばらくたつのですが、まだ免許が取れてないんです。(^^;　というのは、次にRoad test(路上テスト)を受けるのに1つ難関があるんです。それは自分の車を持ち込んで試験を受けること。つまり試験を受けるには自分の車が必要なんです。この車には当然ながら保険に入っていないとＮＧです。Learner's permitで車は買えますが、保険に入るのには免許が必要。つまり事実上、車は買えないということになります。レンタカーでも、しっかり保険に入っていればＯＫなんだそうです。しかし借りるのにも免許が必要。ということで、
・免許の試験に車が必要
・車を買う／借りるには免許が必要
となり、卵が先か鶏が先か、状態になってしまうわけです。(^^;

通常、地元の人たちは16,7才で運転免許を取得します。この場合、まだ親元にいるので、自宅に親の車があるんです。だから保護者の車を使って練習＆試験という感じになるので、何ら問題ないというわけです。しかし他国から単身で在住している場合はそうはいかんのです(^^;
友達から車を借りる！
って方法もあるんですが、こちらに着たばかりで友達も少ない上に、通常、何かあると大変なのでなかなか他人に車は貸してくれないです。
会社の社用車を使う！
これまたうちの会社は社用車なるものを用意してくれないんですね。そもそも会社なんかを当てにしてはいけません！！うわさによると社用車でのRoad testは受けられなくなったとか？？
国際免許を持っている場合、それで車を買えるし、レンタカーも借りられるので問題ないのですが。自分は国際免許を持っていないので、さぁて、どうしよう？？　という状態になっているというわけです。

I got a car3 weeks ago, used car my license was expired on 2003 but I didn't really need to drive because I was ding ''other things '' that don't require driving, anyways, I went to the dealer choose a car the sales man was all exited because it was for sure that I was going to buy, he ask me my driver license number I told him by memory he check my credit history made some calls and the finance company approved a loan for the car he filled all the forms I read and signed the contract, law in California required insurance before you drive out of the car dealer so the sales man send me to an insurance company a few blocks away from the car dealer but before that he asked me for the driver license I noticed that it was expired on 2003 but the deal was done already so he made a copy and corrected the copy. that's the way i did it shame on me, ( ^ ^ ) i got the insurance the same way i show my license at the last minute oops!!
